Mr. Sultan stands among the finest ICBians, embodying excellence, dedication, and an unwavering commitment to service. A distinguished officer of the Police Service of Pakistan (PSP), he dedicated 33 years to law enforcement before retiring in January 2022. Throughout his illustrious career, he held numerous senior police assignments, both within Pakistan and on international platforms, demonstrating exceptional leadership and expertise.
International Peacekeeping & Human Rights Advocacy
Dr. Temuri’s contributions extended beyond national borders, serving more than eight years in United Nations Peacekeeping Operations. He played a crucial role in some of the most challenging conflict zones, ensuring justice and upholding human rights.
His international service includes a tenure in Bosnia and Herzegovina, where he worked with the United Nations Protection Force (UNPROFOR) from 1994 to 1995, during the height of the Balkan conflict. Following the Dayton Accord, he returned as a Human Rights Officer at the United Nations Mission in Bosnia and Herzegovina (UNMIBH) from 2000 to 2001, stationed at the Main HQ in Sarajevo.

During this time, he served as an Investigator in Daruvar, Sector West, and was an integral part of the Special Investigation Task Force in Pakrac. His efforts focused on monitoring and investigating human rights violations, ensuring accountability, and recommending actions against offenders to uphold justice in war-torn regions.
Dr. Temuri’s distinguished career reflects his unwavering dedication to law enforcement, international diplomacy, and human rights, making him an exemplary figure in both national and global policing.
Dr. Temuri has received prestigious gold medal (CROIX D’ HONNEUR POLICIER EUROPE’EN) on 4th April 2004 by the European Union Police Association for his outstanding performance during UN Mission in Bosnia Herzegovina.
Dr. Temuri has served in United Nations African Union Hybrid Operations in Darfur (UNAMID) from 2009 to 2011 as Chief of Darfur Peace Agreement (DPA) Implementation Coordinator/Deputy Sector Commander on a professional position and later served as Deputy Police Commissioner/Acting Police Commissioner in UNAMID from 10 December 2018 till 31 December 2020. He supervised the capacity building of Sudanese Police Force (SPF) through training, infrastructure and equipment, monitored Sexual and Gender Based Violence (SGBV) cases and protected 1.8 million IDPs in Darfur through Formed Police Units (FPUs). He served as Officer in charge of UNAMID Police Component till 30th June 2021 to supervise the drawdown of UNAMID from Darfur.
He remained as Inspector General of Police at the Capital Territory Police, Islamabad and has commanded two largest and most challenging Regions in Pakistan as Deputy Inspector General. He worked with National Accountability Bureau (NAB) and formulated National Anti-corruption strategy and worked with National Police Academy and trained Newly recruited Assistant Superintendents of Police (ASPs). He also served at the National Counter Terrorism Authority (NACTA) and closely dealt with Counter Terrorism (CT) and Counter Violent Extremism (CVE).
